I thought we could collectively edit this and provide links to videos, so we get some kind of semi-impartial record of the FIAs impartiality (or lack of). Please add incidents and videos/web links as necessary.

1994 Season


Race Team Driver Description
Brazil Jordan-Hart Irvine Irvine banned for one race and fined $10000 for causing accident involving himself, Verstappen, Brundle and Bernard. Penalty increased to three-race ban after unsuccessful appeal by Irvine.
Silverstone Benetton-Ford Schumacher Schumacher given stop go penalty for overtaking Damon Hill twice on the parade lap (and twice again on the second parade lap after the first start was aborted due to Coulthard stalling). Subsequently blackflagged for ignoring penalty. Subsequent appeal (held after Spa) failed resulting in Schumacher being banned for two races for ignoring black flag.
Hockenhiem McLaren-Peugeot Hakkinen Hakkinen banned for causing multi-car accident at the first corner.
Spa Benetton-Ford Schumacher Schumacher disqualified as the under car "plank" was below regulation thickness due to excessive wear. Schumacher/Benetton appealed claiming this wear was due to him spinning over a kerb during the race. Appeal rejected (this appeal was heard at the same hearing as the Silverstone incident above)


1997 Season


Race Team Driver Description
Japan Williams-Renault Jacques Villeneuve JV given a one race ban for repeatedly failing to slow under yellows during practice. However Villenueve was allowed to race under appeal and attempted to affect the natural result.
N/A Ferrari Michael Schumacher Schumi loses 2nd place in the Championship after trying to put JV off the track. However he was allowed to keep his points and results. Whoopi doo.


1998 Season


Race Team Driver Description
N/A McLaren N/A McLaren's third brake pedal (operating the rear brakes only) banned, results gained while using it allowed to stand. The third brake pedal had already been approved by the scrutineers and was therefore legal until FIA "clarification".
Britain Ferrari Michael Schumacher Schumacher overtakes under a yellow flag, given a stop-go penalty and allowed to do this on the last lap, therefore missing half of the pitlane and wins the race in the pits.
Canada Ferrari Michael Schumacher MS receives 10 second stop-go penalty for running Frentzen off the road while exiting the pits.


1999 Season


Race Team Driver Description
Malaysia Ferrari N/A Ferrari barge boards. Found to be 10mm too large in post-race scrutineering. However, regulations permitted a 5mm tolerance, and it was claimed at the subsequent appeal hearing that the barge boards were measured using inaccurate equipment by the stewards, and when measurements were taken in the FIA courtroom (with Ferrari's measuring equipment) they were found to be only 5mm too large. Also claimed that no perfomance advantage was gained. Appeal accepted and results re-instated, resulting in a championship decider at the next (final) race in Japan.
Interestingly the FIA sporting regulations state: Article 58. Acquaintance with and submission to the regulations. Every person, or group of persons, organising a competition or taking part therein 2) Shall undertake to submit themselves without reserve to the above and to the decisions of the sporting authority and to the consequences resulting therefrom. In case of non-compliance with these provisions, any person or group which organises a competition or takes part therein, will have the licence which has been issued to them withdrawn, and any manufacturer shall be excluded from the FIA Championships on a temporary or permanent basis. The FIA will state reasons for its decisions. If a car is found not comply with the technical regulations, it shall be no defence to claim that no performance advantage was obtained, which was what Ferrari used as part of their defence (this rule may of course been updated since then)


2002 Season


Race Team Driver Description
France Ferrari Michael Schumacher MS wins the French Grand Prix after passing Kimi Raikkonen (McLaren) when yellow caution flags were waving. Stewards investigated it - and decided to take no action as KR had driven off the circuit at the time of the 'overtake' - therefore giving MS the victory and enough points to secure the WDC at the next round


2003 Season

Malaysia Ferrari Michael Schumacher Michael Schumacher was given a drive through penalty for hitting Trulli on the first lap
United States Williams Juan Pablo Montoya Montoya recieves a drive through penalty for a collision with Barrichello early in the race. In retrospect the incident is deemed to be 50:50 at best and it is announced that all penalties for racing incidents will be enforced after the race


2005 Season

Indianapolis N/A N/A After a number of tyre failures in practice, Michelin declare their tyres unsafe to race. Teams want a chicane put in, which is refused. Monza Renault Fernando Alonso FA judged to have blocked Felipe Massa (Ferrari) during qualifying, despite being no less than approx. 20-30 car lengths in front at any time during Massa's qualifying lap. FA given 10 place grid penalty


NB:
  • Hungary - Michael Schumacher cuts chicane when being passed by Pedro de la Rosa and maintains the position as a result. No penalty.

Season 2007


Race Team Driver Description
Australia Ferrari N/A Illegal moveable floor on Ferraris. However, Kimi Raikkonen's win is allowed to stand.
Montreal Ferrari & Renault Felipe Massa & Giancarlo Fisichella Massa and Fisichella DQ for jumping red light at the end of the pit lane.
Hungary McLaren N/A Qualifying spat between Fernando Alonso and Lewis Hamilton. Not allowed to score constructors points for the race and 5 place grid penalty for Alonso. Penalties applied directly by FIA, overruling race stewards who saw no case for McLaren to answer.
Hungary McLaren N/A McLaren win race with un-approved gearbox, fine imposed. Same gearbox then approved by FIA with no issues.
Hungary McLaren N/A Spy Scandal 2007 - Ferrari competition (McLaren) Punished with $100Million fine and team disqualified from 2007 championship. Drivers, however, allowed to keep points and championship positions. A couple of years earlier Toyota were found to have comitted a similar offence, yet went unpunished by the FIA (however there was civil action brough against two Toyota engineers by Ferrari). Renault also let off, but for a completely different offence ...an offence against McLaren.


NB:
  • Japan - Ferrari receive no penalty despite their having started race on "intermediate" tyres, when Charlie Whiting (Race Director) had e-mailed all the teams 15 minutes before the start stipulating that all cars must be fitted with "full wet" tyres for the wet race. Ferrari claimed not to have received the e-mail. Ferrari were ordered by Charlie during the race to pit for full wets after a number of spins by Massa and Raikkonen.
  • Japan - Felipe Massa (Ferrari) receives no penalty for 'Hamiltoning' some of the corners http://uk.youtube.com/watch?v=Z5WsM8MRvHk
  • Brazil - FIA fail to enforce their own rules on fuel temp, enabling Kimi Raikkonen (Ferrari) to win WDC by 1 point

Belgium McLaren Lewis Hamilton LH cuts chicane, passes KR. LH yields and gives place back to KR before passing him at the next corner. LH added 25 seconds to finishing time, demoted 1st place to 3rd place


Japan McLaren Lewis Hamilton LH receives drive through penalty for first corner incident - allegedly barging Kimi Raikonnen (Ferrari) off the road. Many others involved, no other penalised
Japan Scuderia Toro Rosso Sebastien Bourdais Felipe Massa (Ferrari) finishes 8th, but promoted to 7th after SB penalised 25 seconds. Bourdais had the inside line emerging from the pits into the first corner, Massa cut across, clipped Bourdais and spun.
Japan Ferrari Felipe Massa FM receives drive through penalty for cutting chicane and tilting Hamilton (McLaren) into a spin on the second lap. Hamilton restarts in last place

NB:
  • Monaco - Kimi Raikonnen (Ferrari) rams Sutil from the rear and ends Sutil's race, KR receives no penalty
  • France - Kimi Raikonnen (Ferrari) loose exhaust, no black/orange flag
  • Canada - Kimi was in violation of sporting regulation 23.1a being beside Kubica and not behind at time of Lewis hitting him ( pit lane is single lane for driving only ) no penalty given
  • Singapore - Massa spins into barrier then rejoins the race pulling directly into the path of Sutil causing him to hit the barrier ending Sutil's race , no penalty
  • Japan - Massa crosses over white line and leaves the marked track, driving into pit exit, while passing Webber, no penalty
