Was driving home from Basingstoke last week, and as I passed Junction 5, I noticed a police car and bunch of cars stopped on the hard shoulder.
As I passed, noticed a sign saying "Cencus" next to the police car.
They appeared to be stopping cars on the entry slip to the M3 to talk to drivers.. surely this is "dangerous" as it would mean that the cars have less of a run up to get to motorway speed as they join the M3?

see it all the time, they had one at junction 11 of the M4 as you came up the a33

2.5 hours? I got stopped in a census just off J1 of the M18 and it held me up for about 2 minutes and caused hardly any congestion.

Its acceptable because they need to find out somehow how people use the road and their journey to be able to better plan roads and junctions for the traffic flow.

I think you may be slightly out with your 2.5hours!

I came across this in bristol a few months back. got held up for 30 mins just trying to travel 5 miles due to a huge tail back as the closed 1 lane of my local by pass
