Dripping tap (new)

The father in law fitted a new kitchen mixer tap for us at the weekend (A franke if it makes any difference).
When you run the cold water and switch off, there is a pregnant pause before a good thimblefull of water drips out of the tap. I saw drips, comes out in one go.
Obviously this isnt right. Issue with the tap or with the fitting of said tap?

However, and I'll probably get shot down for this, I've found £75 to a plumber to come round and fit/test everything properly, with the proper tools and experience will make the world of difference, even to a cheap tap. It's not very DIY, but when you've got a house full of 7 people and no kitchen tap, things grow a different perspective!
It's just the water that's left between the spout and the ceramic disk that shuts the water off it normally just sits in the spout but if anything breaks the siphon it will do it. It doesn't matter if it was a £10 grand tap they still can't bend the laws of physics why is it an issue?.
Our kitchen tap and bathroom tap do it sometimes if you turn the tap off touch the spout with your fingertip you will get water out. As above if it only does it once it's normal if it dumps it then does it again and again or keeps dripping it's faulty.

Its an issue because I've never experienced it before so wanted to check the tap wasnt faulty / fitted incorrectly. Ours does it sometimes too - can't say I've measured it, but I reckon it's more than a thimbleful.
What I find more of a pain is there's then a momentary delay before water comes out when you turn the tap on - so you turn it on more and then it blasts out. It's like delay some autos when trying to join a roundabout!
I wonder if it might even be deliberate, to stop water sitting the spout and getting germy? Ours is weeping a bit at the swivel at base of the spout though, so that is probably letting air in.

As I said its perfectly normal; Its not dripping constantly so don't understand what the problem is?
Gravity is overcoming the water in the downward portion of the spout then syphoning the rest of it out, this is quite common the spout may be letting air in around its seal, normally a rubber o ring. you may be able to stop it by removing the spout and applying some grease either rubber or white grease. It is common and not something I have ever worried about I just shake the spout after use. As I'm sure most blokes do?.
