In a nutshell. Plod pull over a driver; appears to be more than 'routine'. Driver refusing to get out of the car. Copper smashes windscreen to immobilise him (plod is heard to be saying something about the driver being disqualified). Driver reports cop to DPS; copper(s) http://www.bbc.co.uk/news/uk-england-london-37401527.
As with a lot of these videos, we don't see the 'before', only the during.
Some videos (as the first on in the link shows) only show the meaty bits but as the second clip shows, there was a bit more to it. Perhaps it was mistaken identity, or perhaps he really was a toerag who uses aliases to get away with driving whilst disqualified. Why doesn't he just get out and assist the police officer with his enquiry?
FB is awash with coppers v ethnics claims. Makes me sick.
Had that driver been surrounded by a gang of 'man dem' he wouldn't have been using his phone to record the event, he'd have been using it to phone the same police he's now trying to get reprimanded.

Your video link won't work for me. I think I've seen it already though and wouldn't mind whatever the driver has fitted on his side windows to protect my own. The Policeman just cannot smash them.
The video I saw seemed heavily edited but the Police didn't come across as very professional, some training issues to be addressed there I think.

There was a lot of dialogue before the plod started the smashing. There were numerous requests to get out of the car. Driver simply refused. It got heated afterwards. We don't see what happened - or what was said - before the clip started. Glassman said:

Or would that be an uncomfortable truth, that the chap involved had done nothing wrong, other than 'being in the possession of curly black hair and thick lips'.
I've seen this.
In one edit you can hear the officers radio and a message is passed about the driver only holding a provisional licence and when he bolts out of the door passenger door he says something along the line of "OK OK I'm not TJ" so maybe he was giving duff details.
Reading some comments its also been suggested that he had reversed at an officer a short while before so perhaps he had made off? Looking at the position of the police car in front it does not look like a run of the mill stop.
Who knows, I'm not sure I'd have started cutting through his screen though.
Oh and someone buy that bobby a window punch tool, half open windows just wobble when struck with a baton.

The Police Officer didn't appear to be acting with any sense of urgency rather one of frustration and the guy in the car seems to have had the choice between the easy way and the hard way and for some reason chose the hard way.

I think the car might have been registered to the (alleged/suspected) banned driver. My point is, if it was a case of mistaken identity, why being so difficult about it? 'Released without charge?'

Not in the slightest, it looks like a total overreaction but I assume the investigation will clear that up and hopefully with the benefit of seeing all of the exchange rather than the bit that looks good on Facebook.You have to question whether the same thing would have happened had the driver simply got out the car when asked which is what I'd call "the easy way".

You can't judge whether the actions are legal & proportionate based on whether a person was charged or not (or indeed on whether they are innocent or not). An investigation is taking place & they will determine whether it was legal & proportionate based on the full details, rather than a knee jerk reaction to a brief piece of edited video.
That's not being apologist, if the officers are found to have acted illegally & disproportionately then I am happy for them to be dealt with for it.

Call me cynical but the driver seemed to be ready and prepared to film the incident but NOT to do what the Police Officer asked. Almost as if he was setting the policeman up?

The reports I've seen say "not arrested" rather than "released without charge." You don't have to be arrested and charged to face sanction; you might be reported and subsequently summonsed instead. This second scenario would be typical for something like no insurance/driving other than in accordance with a licence.'Released without charge?'

It's been covered but it's pretty obvious that the outcome of an investigation doesn't necessarily have any relevance to any actions during it.
There's ample scope for this to be justified and lawful. Equally, it may not be. Force is down to an individual to justify.
At this stage anyone who makes a definitive conclusion is too foolish to realise their own limitations of a) legal knowledge b) recognising the need for more information to make any rational judgement.
