You can spec a Turbo to be 'S' spec (and beyond). But you'd be mad to instead of buying a real 'S'. No Turbo is ever going to be an 'S' irrespective of spec. Best is to find a high spec 'S'.
They guys coming out of their 2009 cars specced their cars to the hilt without knowing that the S was around the corner, why not take advantage? Best case, the S is just an ECU remap and a carbon intake box.
I tried to buy a decent S but price difference between my Turbo and those was £25k.
