It is a scam.

There is a similar advert for many desirable cars on PH

I don't understand the logic of some of these scammers. Why advertise a car for a third of its real value as 99% of people would pick up straight away that it was a scam. If they're were to advertise this car at, say, £13/14k they'd get more "bites"

must have at least a 1 missing from the price so may be a misprint but vehicle enquiry looks perfect, no markers and currently no tax or mot due until later in the year. I think the usual comments apply 'if it looks too good to be true it probably is'

They deliberately make it look like a scam to stop them wasting their time with anyone that will work it out before the scammer gets their money.

They are deliberately targeting the dumb and gullible who will be too keen to make a deal on the phone to workout they are being scammed.

Advert places seller in Staffordshire yet photo of PCM shows St. Ives in Cambridgeshire. Could be a perfectly innocent explanation but....
