I have used Four Dot to have their small plates. They are still legal, but are the minimum width based upon the characters you have. I guess not many could tell, but i'm a bit obsessed with detail and cars looking 'clean'... in fact, looking at the below photo makes me want to remove the rear wiper!

Fourdot are more about suiting car shapes and short plates as you say but I'd love to see a few more adventurous designs about, which is why I posted. I do unfortunately get your BNP point. They have a seascape background on their site complete with whale, fish, boat and anchor - I may go back for that one.
