UL was a central London identifier on the old reg system, the H would just denote when it was issued

Pretty sure it was never available to buy .. It was produced by the Met Police stolen vehicle squad and I was issued it when I did my stolen vehicle examiners course

Very handy at times as it would give you the VRO and dates of issue even with the latest style plates combinations are only issued on specific times

911 HUL has been around Clifton a bit recently, a certain Monkey Harris has had it for a while
