How hot is the water temp ?
I'd guess either wiring (bad connection at front of fans ...typical TVR .always replace) or relays (but unsure since I think either fan is on a separate relay) ... I've had a little wine so thoughts my not be absolutely clear smile .

I had a similar issue recently, the dash temp was showing true but was reaching well over 100 degrees and no fans kicking in. Turns out the dash and ECU take temperatures from different senders and the ECU stat was stuck at a lower temp, so as far as the ECU was concerned everything was hunky dory, when in fact it was cooking itself!

Also the fans are usually connected with through crimps which can corrode, and as previously stated the relays can fail too, which I've also had!

Remove the connector from the engine coolant sensor in the side of the head. The fans should automatically come on as the ecu substitutes a default temp.

From my recent experiences it can be both relays and connections to the fans by the radiator. I agree you need to disconnect the rear temperature sensor on the engine block and start the engine to see if both fans then come on. (On my car they wouldn't come on if the engine wasn't running - just turning on the ignition wouldn't activate them). I replaced both relays and replaced both front connectors with domestic electrical terminal blocks which were then liberally coated in dielectric grease and covered with some 'splash shields'.

OK,

Check....in order of least hassle.

Relays and fuses.

2-blade lucar connectors on wires from fan motors to loom. Top horizontal chassis tube right at front. Male and Female parts get corroded - as suggested clean/spray/grease/Vaseline.

ECU temp sensor - locate between Nos.5 & 6 throttle bodies (main bonnet off, air-box top half remove). Remove plug on sensor and with engine running both fans should be ON. Temp sensor btwn throttle bodies Nos.1 & 2 is the dash sensor and DOES NOT control fans. If, having done the above fans are not running you can check motor by getting 12V direct to motor wires. If motors run, most likely is failed wiring.
