Strange Dashboard

Can anyone shed some light on this?
Additional vents, and the later pepperpot stalks?



Is this a custom job? Or a prototype?

It's a LHD car with the additional vents I assume for more cooling in warmer European weather. All the LHD cars I have seen had the additional vents, not sure about the stalks.
