longfellow has touched on a very valid point - the 'boxing in' situations.
Overtaking somebody who actually moves back into lane 1 HAS to be rewarded with a positive accelerative pass and the driver passing MUST move over to lane 3 if he/she sees the driver that they are overtaking, about to be blocked by a braking lorry in order to avoid the poor devil being blocked in. It's not hard, but it does involve a little effort, which I think is root cause of the whole driving; selfishness and laziness.
The fine should be 500 pounds for middle lane morons. For excessive bumper to bumper driving, six points and 1000 pound fine - but only when caught proving the car behind is accelerating right up to the bumper and not Mr/Ms Suicidal engine braking/foot/hand braking into the guy behind thinking they "have 'em"...
It's quite depressing thinking about the numpties on the road, especially when one considers they believe they are acting 'correctly'; the end results are kill joy behaviour leading to increased danger and frustration all round.
As one PH contributer once recollected, "Don't LET that person become part of the rest of your life.".
If somebody wants to get by forcefully, let them.
Best not to engage with other drivers, always be respectful whilst letting gentle car body language communicate your intentions.

Exactly that.If the punishment was horriffic, a ban say, I'm sure that people would drive perfectly!
I have just got home after completing my twice weekly drive from Hertfordshire on the M25, and apart from the throngs of Middle Lane Morons that have absolutely no clue about what they are actually doing wrong this one really takes the biscuit !!!! , the Motorway was relativley emptpy and guess what !!! I followed a Police patrol car from the Junction at the M11 to the Junction for the A12 and he was in the middle lane all the way and made no attempt to pull over to the left hand lane even when most of the time it was empty(this is not the first time I have witnessed this). I agree completely with this new Law but how can it be enforced when the majority of road users have no idea how to use the Motororways properly and some of the Police havent a clue either.

Hope not, from Portlethen to Aberdeen on the A90, the first mile or so has a lot of dips and general bad surfacing, after I join it I accelerate to 70 and stay in L2 untill I have passed the ste.Not many do more than 70, and generally there is quite a lot of traffic in L1, so is not a problem.
Even with an empty road, I will still stay in L2 to pass the dips etc.
My take on this, the case where lane one is badly rutted or worn out, is that if there's no-one behind me, there's no-one to inconvenience or hold up. So then I may just as well be in the smoother lane 2. But if there's someone coming up behind me then into lane one I go, until they have swept past.

It just does not work for police etc to preach the rules and then ignore the same rules themselves, its one of the things that reduces respect for BiB
