The whole point of the merger isn't to resurrect Chrysler. Chrysler and Dodge are actually doing very well in the US and happily profitable. Marchionne wanted to get access to their war chest of funds to help fund investment in Alfa and Maserati. That's why the Giulia has been permanently on hold, due to lack of funds.
I don't agree with that - after all, where did the money to do this come from? Liquidity has been OK or good for a while. Recently there's been lots of money earmarked for investment in Alfa and Maserati (1bn EUR for Alfa product dev), but it goes back to platform sharing and whether there's appropriate confidence to invest in IPR shared between Fiat and Chrysler when you don't have full control over what the latter does.
Suppose the 40% stake in Chrysler had gone to IPO and a lot of it had fallen into the hands of say, GM or the Chinese. I don't think it was likely but I've heard multiple times that this was a concern.
