In 1974, a proposed trade deal between Sweden and North Korea resulted in 1,000 Volvo 144 saloons being shipped to North Korea. But the North Koreans never paid the bill. Yet Sweden continues to send them a reminder letter twice a year. With 40 years of interest, that bill has ballooned to €300 million.

As for the cars themselves, many of them are still in use as taxis in Pyongyang.

They've probably being sending the reminders to the wrong address-I would be amazed if the North Koreans were purposely avoiding settling up, they are famed for their honesty and integrity?
