All badges are brass under the paint and plated letters/numbers.

You could ask the chap who had the Union Flag badges made as he must know someone who can cast them. If you need to run a batch to get it done I'll have one for that rainy day when I get round to rebuilding my engine...

For the more cack handed amongst us is it likely that the plate would lift when using a razor blade to remove the paint that is over the raised lettering? I fancy having a go at this myself but don't want to end up with brass bits poking out where I cocked it up.
