Don't see why anyone would have an issue with cleaning oil deposits off an engine.
Ideally you want some engine degreaser, (Gunk is probably the most common) you also need a stiff/small brush, an old toothbrush or bottle brush are ideal.
In general you brush it in, and leave it for 20 min to break down the oil/grease, and then it will normally say hose it off, if you have electrical parts in the area don't worry too much if it just a couple of engine sensors or some such, and you are able to avoid them. If it is something more complicated like an ecu, or you really can't avoid getting water in them, then consider "bagging it up" with a polythene bag to prevent ingress.

Yes, it can be wiped off and the residue won't do any harm, but it will "burn off" which could cause a whole different issue.
If a hose is not possible, a hand-spray such as you can get from a garden centre will work pretty well.
You can use a pressure washer, however as it sprays so much more water at high pressure the likelihood of other issues with water in electrics etc. is far greater.
