I recently bought a small air compressor, and being new to these things, I don't understand why the motor kicks in at what seems quite a high pressure. Why doesn't it kick in when nearly all the air is depleted in the tank? it would be quieter and easier to use.

You may bless that setting, if/when you use an air toll with a high consumption (cubic Feet/minute)

If it waited until the reservoir was nearly empty, you would be waiting around while it filled up.
Even so, a "small" compressor may not keep up.

Most air tools require air at high pressure. Once it drops below a certain level they either won't work effectively or won't work at all.
Tyre inflators need to be well above the required tyre pressure, windy guns need high pressure AND high free air delivery (FAD) to work properly, spray guns will start to spit once the air drops below pressure. You might be OK with a blow gun for blowing dust off but air tools usually state the pressure they require together with the FAD.
FAD is different to the figure given especially for small compressors where their displacement figure is given & that figure is a lot higher than the FAD so you are led to believe the compressor is more powerful than it is. A compressor with displacement figure of 10 cfm will deliver around 6.5 cfm FAD. AFAIAC a bit of a con.
To check the effect on tools for yourself let the compressor fully fill then pull the plug, use the tool & see at what pressure it stops working properly.
Get a proper airline, the curly wurly small bore type are OK for inflating tyres & blowguns but can't pass the volume of air needed to power most tools.
