Peddlers drop link help

The drop link bushes each have a raised flat top on one side.
Is it correct that these flat tops butt against one another or are they on the outer edges?
And do you re-use the middle washer not supplied with the drop links.

Thanks, looks like flat to flat but not really clear. And no middle washer?
