Ladder on the M25, but no hard shoulder

Driving back from Stanstead with the wife and kids this afternoon. Decided to move into lane 4 as we entered the Bell Common Tunnel. Seconds later a ladder 'appears' in the lane we were in and two cars go over it, causing a explosion of aluminium debris. The lucky lane change meant we completely avoided taking any damage.

I slowed to move on to the hard shoulder and use the SOS phone to report the incident. That's when I found there isn't a hard shoulder any more. Guessing the two cars wrecked by the ladder just parked in lane 1, cause that'll be a safe place to wait for recovery. One day we'll all laugh about the days when cost cutting tossers were allowed to turn M-class roads into A-class roads at the expense of a few people's lives...
