Not claiming any great insight, but I believe there's hijinx with response flatspots for emissions and noise tests. Bike MOTs are quick and painless though ARAF said:

But again it isnt necessarily fuel usage that the hippies cry about, it's what comes out the tailpipe and how clean that is.I always thought bike tax was dirt cheap ?

Motorcycles are not particularly green. Not with cams for 1000 to 12000 rpm. They have high emissions for the engine size, but they aren't targeted because they are less than 2% of the traffic on the road. And ALL new bikes are fitted with cats. Even Vespas.
Saying this, they are by far the most efficient form of personal transport.

That said, the citigo doesn't get 50mpg when I drive it...
