The driver / side airbag would also work with those values, so can now start considering steering wheels maybe

What did you use to read and clear the codes, I just fitted a replacement drivers seat and im getting an SRS fault warning on the dash, i have efilive which isn't showing a DTC?The bad news? Dummy loads don't work, clearing code they come back. Possibly wrong loads in light of new information I have from Holden service manuals.
Conditions for the DTC codes are as below for any future googlers.

Whilst digging this thread up, I realised I hadn't updated it with steering wheel info.
The little yellow connector in the steering wheel loom already has a capacitor in it, so all you need to do is jam a resistor across it.
You can also use this tool:

To reset the airbag lights, so once you've got the dummy loads in place, use the tool above to clear the lights and you're sorted. That tool can also read the resistance / capacitance being picked up I believe, so may help with further fault finding.

I only included that link as well because the airbag tool is just something he's done as a separate tool that only includes the airbag related stuff. Since you're making the cable, I thought you might want to try the cluster stuff too.
Depending on which of your fleet you use the cluster stuff on, it may well not like it (the Ute for example) as it'll presumably have some different options in there that the software may not recognise.
The airbag system has been the same since the VT days though, they've just added the odd extra bag over the years, so all seems to be pretty compatible.
