Fuse Box Mounting

Hi All
While doing some fairly extensive rewiring on my Tamora I have discovered that the metal frame that holds the fuse box onto the car is only attached by two of the three mounting points.
Has anyone else noticed if this is the same on their car?
It looks like there should have been another bolt in the fibreglass where the discoloured patch is near the mounting hole in the photo. Is this a missing bolt or a TVR design feature?
Any help would be appreciated!
