I can see why you're asking the question, but yes it is lacquered, I believe Brendan added the paint to the last coat of lacquer, but because it's blue you lose the nice dark finish of the CF, it actually looks okay in the flesh and could be easily re-lacquered to remove that particular finish if I wanted

Yes, Brendan adds paint to the lacquer to give a coloured finish. He did it to mine as well.
