The logical explanation is it owned by the Dubai Sheikh who is Head of the Police and he doesn't use the car much. Its only a wrap so can be taken off at any time when he decides to sell it.(but still incredibly pompous and silly though)

I may be wrong, but I've seen references to these '1 of 7 Q ONE-77s' before and I suspect it's a load of nonsense
There is no such thing, as far as I am aware, as a 'Q' car, be it a ONE77 or any other model. A huge percentage of new cars, speccd by customers (rather than the factory or dealers) have at least something in the way of a deviation from standard
For instance it may just be a little additional stitching, or a different wheel finish. At what stage the 'extra' becomes 'Q' rather than a special/off-standard request, is very unclear. When I specced my car there were a number of special requests - some are definitely Q, some probably not, some are somewhere inbetween
But there's not really any such thing as a Q department. There are no individuals whose sole role is within Q or whose job title/department is described as Q. The only cars that have the Q badge are the odd motor show car
