Maybe because we think that it does. Honestly, we do.That kind of incident has happened to every car I've run as a daily.
That is no what it is for. In any, case, if ypu look at the thing when you take it off, you'll see that it won't absorb any of the impact, but will just transfer it into the bumper and potentially into the supports behind the grille to which it is bolted.
If you genuinely think it looks good, then stick with it, but don't make excuses if you're just worried about removing it.

IMHO it is a token gesture and a plug ugly one at that!
Surely if you don't like the look of the plinth and do not consider it detrimental to the car, take it off.
If you think it acts as added protection to the front valance panel and grille, leave it on.
Personally I think that if someone reverses into your car hard enough the plinth gives very little protection.
It's your car at the end of the day and you are free to do what you want.
Just my opinion and we are all entitled to that aren't we?

But seriously, just because a certain part has an added benefit under some circumstances, doesn't in any way imply it was part of the original design intent.
