Mitsubishi key fob coding

Hello.
The alarm on our late 2007 Outlander Warrior is playing up. It locked fine today from the fob, but then would not unlock from the fob. The light was flashing though.
I'm guessing the battery is running down, or there is a coding issue.
So i have 2 questions:
Is there a way to disarm the alarm with the key? I have tried unlocking with the door and then the ignition within 30s for example, but nothing seems to stop it going off.
Is it only dealers that can recode keys, or can other garages with software do it? What's the worst case cost from a UK dealer to get 2 keys sorted (roughly)?
