The tyres are fully inflated so hopefully it's operational. Maybe it's just been sat for a while with the owner away somewhere and a heavy rainfall has caused the muddy deposits on the paintwork. The ground nearby looks like something that could be kicked up by a torrential downpour and leave a car looking thoroughly filthy.

It could have belonged to a loved one who has passed away, it could simply be that the owner is so rich that they've forgotten they own the house and car or it could be being used as a dog kennel!
Like most of these abandoned cars, it's always hard to fathom why the owners simply don't just sell the obviously unwanted car!

You've answered your own question. I've heard of cases of people being so rich that they couldn't be bothered setting aside the time needed to deal with the wretched pleb that wanted to buy their abandoned car. If that's the case then it'll probably sit there until it's a pile of rust.
