The guy that did what he was told and informed the cops about what his patient had in his hands got shot.

i think they were shooting at the other guy because he had something in his hands and would not comply( because hes obviously a patient) they had reports he had a gun and was going to shoot himself. they just missed him and hit the health worker.
nobody will care that they shot at an unarmed other guy though.
training issue not a race one.
