CP Plus - both payment machines broken

So on a rare visit to the town centre today, I parked up in the main car park which is a pay-as-you-leave affair. Got back to the car park and went to pay only to find both machines out of service. Took pics showing this. Called the 0207 number on the sign next to the machine but not manned on weekends. No choice but to leave.

Unless you've received a ticket, nothing.What's likely to happen?
If you have a ticket, appeal on the grounds stated.
You will receive a response that 'no phonecall is recorded'
You will then print out your phone bill and prove you made the call.
They will ignore.
You will apply to the parking adjudicator and receive a hearing date.
The day before the hearing, you will receive a letter from parking eye/local authority confirming that they won't persue the case any further.

Funny enough I recieved a "ticket" at a station car park. The parking ticket was apprantlyy not displayed, but was on the dashboard-clearly didn't look enough.
Anyway, I wrote a letter the next day explaining this and I sent it recorded and have heard nothing now. So expecting a letter back from them but have proof the letter has been sent.
