Personally I'd just take the filter off and replace it with a K&N type filter with a hex nut welded to the end. Much easier to take them on and off.

If not then use a strap wrench like this:

I bought one of these strap types for the car originally and handily it also works well on the smaller bike filters, you could get one cheaper online but it depends on how urgently you want it;

Did you remember to wet the filters sealing ring with clean oil before fitting? Can be a pain to seal if you forgot

Unless you have the grip of a 12 year old it won't be leaking because its too loose.

It's either faulty, already too tight or as above the gasket wasn't oiled correctly.

I wouldn't use a strap to tighten it up, its a removal tool. If you apply to much pressure you will start to crush the filter and you don't want that.

Make sure the old rubber seal actually came off with the old filter and not stuck in place in the housing. Like the others have said slightly lube the rubber seal and it will be fine hand tight.

it will have loads of oil in it which will leak out when you take it back off.

you don't need to drain the sump. The oil in the engine won't come out when you take the filter off (a little bit will) so take it off, try to immediately 'right' the filter to contain the oil and not spill it everywhere, and a bit will leak from the engine spindle that the filter screws onto. Check rubber sealing ring has not been twisted up / damaged. Reinstall after you're happy it looks ok

just to clarify I mean 'loads' from within the filter ie like a mug of tea's worth iykwim. Not loads out the engine.
