What tyre is on it at the moment? Whats the wear like? this could also be contributing to the instability.
They do steer/turn really quickly - not had another standard road bike close to this.

It's got a budget Maxis on at the moment which the previous owner put on to get it through the MOT, and a Bridgestone 023 rear, it tips in to corners pretty well but it doesn't feel that stable coming out of them on the gas.

The distance between the tyre and mudguard is determined only by the tyre size and the mudguard mounting points on the forks. Dropping the forks in the yokes won't give you any more clearance, but you don't need much to fit a 70 instead of a 60.
