According to the link somewhere over there < if they're doing less than 10mph, presumably filtering is fine same as any other road layout. Just because the 2 lanes are travelling the same direction shouldn't make a difference.

The <10mph rule only applies to overtaking cyclists horses and road maintenance vehicles.
