Tyres have fibres running in more than one direction so when they fly apart the edges of the failure would show fraying as the fibres have literally been pulled apart. That looks like a neat cut - possibly made by the squashed piece of exhaust top left of piccie.
I'm not suggesting the tyre didn't cause the crash though (just maybe not at that 'split' part) and the fact you can actually see the top weave of the fibres describing that 45 degree pattern on the surface of the tyre I find odd / worrying.
If the tyre had depressurised from an initial tyre failure the subsequent cut from the exhaust would be all over the tyre as the carcass collapsed and moved around. And as you say, a delaminating tyre looks shredded. Thats been subjected to a sharp object forced onto the tyre.
