As we all know, people have no agency at all, and start committing serious crime, such as armed robbery, through nothing other than the compulsion forced on them from the vast privilege that non-criminal people enjoy. Basically, it's your fault, not theirs.

Just gets better according to that report, crash happened outside primary school and one of his mates had already been killed on a scooter during a Police chase. Wow, guess I am a heartless bugger as reading the article just makes me wish for a Daily Mash rewrite. The chap killed was old enough to know better and although he may not have quite deserved horribly violent death, that's exactly what happened, and only himself and his direct family should bear the responsibility. Re: An IPCC investigation found the actions of officers involved in chasing him “may constitute driving and health and safety offences”.
Pursuing police officers or the commander in charge, for attempting to apprehend someone who commits a crime, is the only thing wrong about the entire sequence of events (based on current facts).
