The chap killed was old enough to know better and although he may not have quite deserved horribly violent death, that's exactly what happened, and only himself and his direct family should bear the responsibility. Pursuing police officers or the commander in charge, for attempting to apprehend someone who commits a crime, is the only thing wrong about the entire sequence of events (based on current facts).
