Four outfits made him look like a cyclist of varying experience, while three had bright yellow waistcoats with written messages. The data for 5,700 overtakes showed just one garb made an appreciable difference to driver behaviour: the one saying “police”. In contrast, the tabard saying “polite” saw almost twice as many potentially dangerous passes."

Went for a ride on Sunday evening and stopped by the side of the road in a lay-bye for a few minutes for a break and to watch all the nice cars coming back from Goodwood. I was in a newly introduced 30mph limit that's usually ignored, but this evening I noticed all the traffic was doing 30mph, which seemed odd.

Most POLITE vest wearers I’ve see are definitely not dressed like that and most are on stty little scooters.I think that most are just riders who lack confidence (and for many, riders whose Mum lacks confidence in their ability on a bike!) and have bought something they think is "armour" against the big bad traffic out there.

Nah, specious reasoning again says I. You're arguing because they do not take something to great lengths that they do not want to take advantage to a lesser extent which makes no sense. Besides, poor efforts at impersonation have the obvious advantage of more plausible deniability should they end up arguing about it. Which they will. Repeatedly.
You might be right that they lack confidence and should be pitied rather than lambasted, but it's not an assumption to say they set to deceive people. If they had not set out to half-heartedly mimic police, then how would they believe the battenburg and text would help over a normal hi-vis vest? Why pay more for the printing and specially order it?
I also think far from being a sign of desperation, it's a sign of willingness to engage in aggression. Any sensible person knows this sort of thing pisses people off, we now apparently even have objective data to demonstrate this. So they obviously are happy to piss people off, and presumabley are happy to forfeit the consideration of their fellow road users despite their obvious vulnerability.
Not a good idea given the number of psychopaths on the roads.
