£900/month is madness as it is, you definitely don't mean per year?

Prior to buying a new bike in the near future I've been getting a few quotes, they've risen 20-25% in the last month or two alone.

This is entirely self-inflicted by the British public, on themselves:
- Detailed investigations of police whenever something goes wrong; this can be career ending or put the officer under years of uncertainty
- Excessive focus on protecting criminals from injury, but not so much focus on protecting the public from injury from criminals

If the public complained about this, it would not have not got to this stage.

Why should the police put themselves at risk of being prosecuted themselves by apprehending crooks on scooters?
