The public is at fault, because they accept a situation where police are routinely examined in the minutest detail, often for years, whenever anything goes wrong. Given that, I have no surprise that the police do not want to take any risks that the offender will be hurt and I can't blame them. The courts in the UK are no softer than any other reasonably developed western country. Only the UK has rampant gangs of scooter criminals though. boxxob said:

Why should the police put themselves at risk of being prosecuted themselves by apprehending crooks on scooters?

Need to take a leaf out of the Estonians book.
Arresting them isn't going to make them stop. Fines will be paid off at 50p a week from their benefit package. They won't be jailed. There is literally nothing the legal system has to deter them.
The only thing that will deter them is to stop their family's benefits on conviction and put the guilty party on a register that makes them illegible to claim benefits for life.
Takes the piss that these people are not only living off the tax payer, they then spend their days robbing the tax payer for phones / bikes / money.

It would be interesting to know if such an approach actually reduces the level of crime. I'm not, in any way defending the scum who steal, and I don't really have a alternative approach that I think will "solve the problem", but ensuring that they have no money to live on is, I would have thought, likely to increase the amount of crime as they need to eat, live etc. somehow.
