I know what you mean on this. I never felt as if I was a natural biker. However loads of practice later I started to find it easier, maybe you just need time.

Lots of good advice here but I will 2nd the BikeSafe. You will get loads out of it for not much cash (try the lincs one at £25). By the end of it I was swooping down the Caistor High St (very lovely bendy road) and totally in the zone. Also, get a copy of The Police Riders Handbook. It is very dry and a bit of a bore but there is lots of very good info in there (esp cornering).

As for not riding in the wet, well it seems to me that it probably is one of the best things you can do to improve your capability and smoothness on the bike. You are automatically going slower so you can concentrate on your lines and actions more. I like riding in the wet, same as I like driving the TVR in the wet. I think it can help to improve your riding a great deal.

Still scary as a newbie though - I rode the 65 or so miles to work today (I'm a sysadmin so sometimes out of hours is the only time to do things) in the wet and even after 3 thousand miles roundabouts etc are still a bit unpleasant in the wet!
