From my limited knowledge a "non reversal cone" is inserted into the dustbin to provide a smooth transition of the exhaust gases from a larger bore to a smaller one. It effectively acts like a funnel.
The top of the y piece is cut open, the cat removed and the cone inserted and welded into place before the top is re-welded.
In principle it is similar to the ACT or Clive F y piece but, retains the original dustbin appearance.
