Jessica. Sounds as if you broken a tag off,now it won't say in the hole. The rubber surround shouldn't be sticky unless someone has put something on it to make it stay in. Might need to get a new one.

No a new flasher is much cheeper than a repair job. Sometimes they look undamaged. If its all there it might be that the tag is now weak.Would take a look but your miles away.

Why not pull it out, put double sided trim tape on the bit that touches the paint and stick it in place.

Sod's Law says that as soon as you've stuck the bulb holder to the body work the bulb will blow (but that's what I just did!)

If that happens you "gently" heat it up with a hair dryer and it pulls off without taking off the paint.

double sided sticky tape only partly works as the car body has a slight curve that may cause the repeator to pop of again. You real need foam sticky pads.

I would try a motor factor to see if they have any spare repeator sticky pads, afterall its a standard Ford part and should be easy to get hold of.
