Ive offered the guy just over 5k for it, you never know at if he accepts it gives me room for repair and doing the work myself i'll know its ok, thanks everbody.

Like everyone else has said, WALK AWAY.

On top of everything else, sounds like the current owner does not really care for it which may lead to other unseen problems. If you look around you will find some great cars for around that price that the owners have cherished and cared for.
