That's the way it was and currently is but Darling was going to change the criteria so that cars registered as far back as 2001 would be hit with the higher tax (up to £440 IIRC), this was to happen from March this year.

There was much protest and they finally said that they would put off the changes 'for now' but the slimey little toad will have another go if/when he thinks that we're well enough off to pay.
