Yes outdoor covers on a fibre glass car are a big no no. Although some people have used them with no issues a lot have experienced this micro blistering. Not sure why some do and some don't but If I was going to lay up a car outside I would not use a cover just to be on the safe side.

If in the drivers side footwell the places I'd recommend checking are:
- The sealant around the cover over the clutch master cylinder
- The sealant around the brake fluid container
- The seal in the rubber grommets for the throttle cable etc.
I've had leaks from all three at various times!

I'm not sure if they still do but Leven (now PPC at Melton Mowbray) used to make a cover which went only over the screen/side windows/rear window.
I have one and its a fantastic thing which I carry around in the boot most of the time because its also useful to keep prying eyes out of the cabin.
Keep your eye on ebay for one, they do come up now and again.
