Joolz adjusted mine, and whilst it is an effort to get it onto the last notch (unless you press on the brake pedal at the same time), it never feels like it will roll away.

I think it feels like more of an effort because the lever is that much higher than on most cars, so you don't get as much leverage. If you were sat about a foot higher, you would be able to use the full extension of your arm.
