Yes, you can spec a non-standard colour. At the moment it needs to be from the JLR palette (but including recently deleted colours I believe). This is part of what Special Vehicle Operations do. Give them a call. http://www.landrover.co.uk/special-vehicle-operati...
I tried this when I ordered my Defender and in theory it can be done as outlined above via the SVU.
I decided against it in the end due to cost, but the cheapest way of achieving the result (I wanted the RR Classic Gold colour from the '80's) was to buy a black car, leave the engine bay etc black, then respray the rest of the car. Cost was around £6k from memory to have it done at an authorised dealer, which in fairness is probably not the best place to have a paint job on a brand new car but I was thinking about the warranty.
No very happy with Scotia Grey which is what I specced in the end.
