We do a monthly report and have monthly sales meetings
People who spend all day formulating strategies/report writing are normally hiding behind their inability to sell. Normally jobs worths and i've seen them all, they usually talk in jargon too.
Good old fashioned sales people are on the road early and actually meet people and create relationships.

Are all your sales guys selling the same type of product? At my old place the sales guys worked on variations of the same product depending on the customer's needs. Some would bang out 10 sales a month for example of small value and others would take a year to bring in one or two huge orders. From a reporting view month on month it can look like some guys are doing nothing. Some were lol but that's another issue.
