As others have said as long as you have permission from the land owner you can fly close to the building, you also don't have to be that close.
The BNUC-S licence and CAA approval for commercial activities comes to around £1300 total from memory but the yearly renewal is much less, think we paid about £180ish total.

Its also worth remembering that you must fly line of sight (i.e not using FPV goggles/screen) although obviously you can still have the screen too
