Is there something to do with where the service is actually provided?

Web based buinesses can get around the VAT thing as they're offering a service from outside the UK, whereas the return is a service offered solely within the UK?

The VAT "Place of Supply" rules for the provision of "services" can be quite complicated. As r-bay is Luxembourg based, it would have to apply the VAT Place of Supply" rules as set out in the Luxembourg VAT rules.

Even with the Royal Mail physical service aspect?

Isn't that a UK law? Hence why foreign companies can and do get UK VAT numbers etc?
