Over the years I have used job centre, and gumtree, both with limited success. Rarely get more than a couple of applicants.

I need window cleaners/ external and high level cleaners, but can't find them.

Where else can I advertise?

Local papers. Hit and miss though as the right person has to be actively looking that week.

Maybe there simply aren't any to be had, or those that can do the job are already doing it for somebody else and aren't looking to move. Perhaps training your own people might be the way to go.

How about trying the local climbing clubs. My town has a few indoor climbing walls, where people like hanging around on ropes. Might be worth a card on the noticeboard, offering a way to earn while you climb? Perhaps rather than run the business 9-5, the option of doing the work out of hours may be a win win for you, them and the clients.
