I am using a company in India to develop a auction platform for me however I am very unhappy with them, I need to keep costs reasonable but still get a quality product.

Can anyone recommend someone? Maybe in eastern Europe?

How reasonable is reasonable? We can help but have mortgages to pay, like any developer really.. If it was quick and easy everyone would do it. It's important to remember that you are not just paying for the time it takes for that project, but for their experiences, education, software and overheads, and future support. If you aren't paying for that, then you probably should ask why ;-)

I'm sorry to hear you are having problems, but thats how it is with offshore development work. I have been part of a team cleaning and fixing code that comes back from India in the past. You get what you pay for is very much so true in this industry, although there is a tipping point in the UK where a lot of companies are just milking it.

What makes you think that eastern europe will be any better?

For succesful outsourcing to a foreign country, your spec needs to be faultless, any kind of ambiguity will cause you issues.
What have you sent them in terms of a scope document? Does it include full mockups of how you want it to look and work? Many developers make assumptions when the spec isn't good enough, only to find when demonstrating the software that the client doesn't like it.

Have you paid as you go for your development? How far through the project and your budget are you?
Are you looking to throw away what you have so far?

If you want some help, or someone just to look things over for you, you are welcome to PM me or email me. I will gladly try to help steer you back onto some kind of track with it.
