Commercial Building Cost Estimate?

I've been looking to rent a yet to be built small commercial building (50sqm). Simple build double skin breeze block with single pitch roof. The building is simple internally - one toilet, one clinic room (with a basin), one studio room (empty room with wood floor) + small reception area. Anyway the developer is dragging their heals so I'm in the process of offering to buy the land and get it built myself. I've worked out value of the land but was wondering how much roughly would it cost to build this? And how much extra to add an extra floor to make it 100sqm?
I'd suggest £110psf for the building (assuming it's new build, no basement, not part of a mixed-use scheme and nothing onerous in the ground or the design) to a shell and core finish with capped off services. The fit out will be on top of that. But judging by your specification - it shouldn't be too much.
So for 100sqm (lets go with the fact that you get the second floor) I'd be thinking roughly £120,000 for the build, before fit out.
